
Arts and Culture Planning Projects
Arts Vision 2030 is the Pikes Peak community's regional cultural plan. It was developed by, of, and for the community, under the stewardship of the Cultural Office of the Pikes Peak Region, the Bee Vradenburg Foundation, and a diverse steering committee of 24 local creative leaders, with expert guidance from Stilwell Cultural Consulting and ThereSquared.
Long-Range Arts Plan - Northglenn Arts, CO
In 2021, as the Covid pandemic began to wane, the City of Northglenn opened the doors of the new Parsons Theatre along with a new senior and recreation center. The new facility replaced an aging building built in the 1970’s. The Northglenn Arts and Humanities Foundation commissioned Stilwell Cultural Consulting and ThereSquared to develop a long-range cultural plan for Northglenn Arts to guide the activities not only of the new theatre, but also its renowned youth theatre, cultural events, exhibition program, and public art program.

Arts and Culture Master Plan - City of Loveland, CO
The City of Loveland hired Stilwell Cultural Consulting to produce its first Arts and Culture Master Plan to guide the work of the Cultural Services Department for the next 10 years. The Master Plan included the Rialto Theatre (550 seats), Loveland Museum, and Art in Public Places. One of the action items of the Arts and Culture Master Plan was to establish a state-certified Creative District in Downtown Loveland. Jill Stilwell was brought back to facilitate the process of developing the creative district, which was certified in 2019

Architectural Workshop and Stilwell Cultural Consulting conducted a feasibility study for the Ken Freiberg Fire Museum, a new museum in Thornton, Colorado. The Architectural Workshop team focused on building analysis, building code review, and required upgrades for change of use from a fire station to a museum. Stilwell Cultural Consulting completed a museum analysis focused on history themes, potential for a museum concept, space use, benchmarking and market factors, operational analysis, pro forma budgeting and revenue opportunities. Based on the feasibility study, the City contracted the team of Architectural Workshop, Stilwell Cultural Consulting and Studio Tectonics to begin design and construction documents for the new Ken Freiberg Fire Museum (2024).
Stilwell Cultural Consulting facilitated the American Alliance of Museums (AAM) Accreditation process for the Fort Collins Museum of Discovery. The consulting work included review and updates of core documents to ensure they met AAM Standards, facilitating the in-depth self-study of nine primary areas of museum practice, coordinating the reviewers site visit, and engaging staff and leadership throughout the process. The Museum was awarded AAM Accreditation in October 2018.
Museum Strategic Planning - Steamboat Art Museum, CO
The Steamboat Art Museum (SAM) Board of Directors engaged Stilwell Cultural Consulting to facilitate strategic planning to build strategy and vision as the organization began its second decade of operation.

The City of Aspen hired the team of Stilwell Cultural Consulting and ThereSquared to develop Aspen's first-ever public art plan. Until this point, the City of Aspen did not have an official public art program. The consulting team led a process focused on robust community engagement to craft an entirely new program as unique as Aspen itself.
The City of Aurora, the second largest and most diverse city in Colorado, required an update to its Public Art Master Plan. The City selected the consulting team of ThereSquared and Stilwell Cultural Consulting to complete the project. The project included surveying and analyzing the existing public art collection of more than 200 works, identifying potential locations for art and prioritizing 35 possible sites against updated criteria and a five-year strategic plan with goals and objectives developed with input from the community.
The Town of Vail hired ThereSquared and Stilwell Cultural Consulting to conduct a thorough analysis of their existing Art in Public Places
policy and guidelines and develop a new Strategic Plan for the program. In addition, our team developed a framework for an Artist in Residence Program to be housed in Ford Park.
Museum Core Documents Analysis - Middlesex County, NJ
The Arts Institute of Middlesex County’s Division of History and Historic Preservation is pursuing American Alliance of Museum (AAM) Accreditation. After completing a rigorous onsite MAP review process, a detailed report outlined core museum documents that needed to be addressed before formal application for accreditation could be made. Stilwell Cultural Consulting was hired to collaborate with key staff to develop and enhance the Division's core documents, ensuring they meet AAM standards.

Museum Strategic Planning - Avenir Museum of Design and Merchandising
The Avenir Museum of Design and Merchandising engaged Stilwell Cultural Consulting to facilitate mission development and strategic planning with the newly formed Advisory Council and museum staff. The approved mission and strategic plan supported the Avenir's core document verification as moves towards American Alliance of Museums (AAM) Accreditation.
